It helps if you have the space to use a bench, but it's by no means essential. I started off using just a pair of dumbells.

I started of buying a pair of York dumbells that came with 20kg of weights (~£20). I later added a barbell/dumbell set and another 50 kg of weights (~£50), and an incline bench (~£45). Later still I bought extra weights on their own (3 sets of 2x10kg discs, and one or two sets of 4x5kg discs), and an EZbar (IMO essential, in hindsight). I have also been given weights and equipment by friends who no longer wanted them. My last purchase was a squat rack at xmas. I'm off down to Argos again next week to buy some more 10kg discs as my deadlift and bench press are again outstripping what I can fit on the bar with the weights I've got now.

Those plastic concrete-filled weights are a waste of time. They take up twice the space of the equivalent iron weight, meaning they are bulkier to store and more importantly, you quickly run out of room on a dumbell or barbell to add weight. Spinlock (or equivalent) type weights are better than fixed-weight dumbells because you don't need a large and expensive set of dumbells, and you can change the weight on them quite quickly and easily. As you get stronger you can buy more weights to supplement those that come with the set.

A single set of dumbells is a pretty good investment because they are very versatile and practically any bodypart has an excercise or variation of an exercise that can be performed with dumbells. You can fit up to 3 x 5kg discs on each side of a spinlock dumbell quite comfortably, giving you 2 x 30kg dumbells. That's a fair bit of weight.
