Derbyshire have laid out what they call a groundbreaking new strategy which includes signing a renowned international player next season and aiming to field nine English-qualified players by 2013.
A meeting of the general committee also approved the permanent appointment of Karl Krikken as head coach and the introduction of a specialist coaching fund.
From 2013, maximum faith and investment will be placed in the club's home-grown talent. To this end, negotiations on long-term contracts with Academy graduates will begin and these will be annually reviewed.
"Clearly this meeting of the General Committee was vitally important for the future of the Club and I’m delighted with the strategy that has been adopted," chairman Chris Grant said.
"Of course the possibility of a big name signing is what will create all the headlines and it is no coincidence that two of the most successful periods in Derbyshire’s history came when Eddie Barlow and later Dean Jones were at the Club.
"Players of that ilk are doubly valuable because they bring quality in their individual performance but also bring a massive amount of experience, knowledge and expertise to the rest of the group.
"But I believe a sustainable pathway for our talented young cricketers – together with the introduction of a specialist coaching fund - is equally exciting.
"A quick look at the international age-group appearances our players have made shows how much talent has already come through the Academy and long may that continue.
"That young talent will now receive the faith, guidance and support it needs to make them quality cricketers for Derbyshire.
"The benefits of progressing to nine English qualified cricketers by 2013 are financial as well as cricket related.
"With the amount of additional revenue we will reap through the ECB’s Performance Related Fee Payments by adopting such a strategy, the two will start to go hand-in-hand when these extra funds are reflected in our playing budgets.
"Overall this is an exciting time for Derbyshire County Cricket Club as we move forward with direction, a strategy and a blueprint for a successful future on the field."
