Try dragging your fingers down the side of the ball the way you want it to move. Left for leg and right for off.

 When bowling to a right hander, put it on a good length, and make it move away (to the right).
 
 When bowling to a left hander, put it on a good length again, and make it move away (to the left).

Make sure you use your height as well, that helps you release the ball from a greater trajectory, thus getting more bounce, more seam movement.

for a leg cutter i just slip my 1st finger in from my thumb down the side a little bit, and release the ball normally, and for a off cutter i slip my middle finger down the side just a little and release the ball normally. Thats how i learnt to do it from all the coaching books

RightHandBat is right! That's why McGrath does generate more seam movement than most. I even saw him extract some lateral movement in this current WC on some lifeless pitch!

just hold the ball with index on the seam and turn your wrists clockwise on release i get good off cutters using this method. Try it!

My lack of real pace combined with my only decent weapon being an off cutter had lead to the belief that I am a leg spinner among some people =p. I've always just dragged my fingers down the side of the ball. Cant get it to work the same way on the other side of the ball, id say its definatly the best way to do it, rather then the normal grip and rolling a finger over the ball.

If you drag your hand down the side of the ball then it properly spins off the pitch instead of just taking some pace off it and moving it slightly off the ground.

Edit : oh and moving it away from the right hander moves the ball to the left.

I'm generally an offie, but there are times, when I bowl medium pace, when needed.  And my pace is gentle medium.

So, if I try to bowl the classic way of off cutters, like Kerm indicated, it brings down my pace, even further.

So, I tried something else, and it worked.

I use the seam a bit.  I have the seam pointed at fine leg (like for an inswinger), and hold the ball on the seam, almost on the tip of my fingers, but the fingers remain very firm, with a good grip on the ball.

When I deliver the ball, usually with a quicker shoulder action,  I drag my two fingers back, along the seam, (which is pointing to fine leg).

I also use it as a quicker one, when I bowl off spin.

if you hit the seam the ball will move most of the time.
 
Obviously this is turf wickets only, not artificial grass.
 
If you dont swing the ball and you are slower than most, you need to be accurate and learn how to cut the ball.

acctually on artifitial grass (astro turf) i seam it more than some of our spin bowlers + bounce and speed. althought i was using a ball with a very nice seam.

if you are moving it away from a right handed isn't it swinging it 2 the left, right is in

same with the left handed but different way round
