Hi...stump or run out...if a batsmen is on the line, it is out?

Yup, some part of the bat or foot has to be behind or over the line.

As they say, the line belongs to the umpire.

Also is it correct that a part of the bat or foot only has to be behind the line (and on the floor) when the bails are taken off?

This was the case yesterday when the stumping of Samuels when to the 3rd umpire and was given not out.

My understanding is that for stumpings, part of the bat or foot must be grounded, i.e not in the air, over the line.

But only at the point that the bails come off? If your foot leaves the ground after that point its not out?

Yes, you're right, I believe.

I don't know whether the rule for run outs then applies, in that if say a batsmen gets in to avoid a stumping, the bails are broken but he then falls forward say, whether the wicket-keeper can take a stump out and have him stumped like that?

I would think not, but it's an interesting one.

I think he would be given out if the stump was taken out of the ground after he fell forward.

abit off subject

but if a bowler has his foot behind the line when bowling, but its in the air (eg half is over the line, half is behind the line but in the air) is it a no ball?
