I am a slow left-arm orthodox bowler and in 1932, I took all ten wickets in an innings of a first class match while conceding just 10 runs in 19.4 overs (6-ball overs) including 16 maidens and a hattrick.  Thus, I hold the world record for the fewest number of runs conceded by a bowler taking all 10 wickets in an innings.
